Abstract: The article, on the example of Kemerovo coal-chemical cluster, proves that in the system «Power-Business-Science» in Kemerovo region the critical mass is reached and enough to use models of regional clusters in the economic development. The structural analysis of the cluster was carried out, and the main ways how to increase its efficiency were pointed out. Some concerns were expressed about the interaction of the cluster with other regional projects.
