Abstract: Methodology of creation of electronic digital-formalized Data Banks of eleven spheres of cognition and science of the Earth, as well as the language of formalizations - file-form-code models (FFC-models), which together form a new scientific school - applied cybernetics. It gives a structure of interaction levels of Internet system and new information-research system -Cyber-Internet, where electronic digital-formalized Data Banks of eleven spheres of cognition and science of the Earth are formed, and which are used for creation of computerized control systems and robots with artificial intelligence.
