Abstract: In article the analysis of formation and realization of the federal program within 2002-2007 is executed. The general organizational & methodological lacks of target approach to strategic management of Southern macroregion of Russia are revealed. The conclusion about necessity of South of Russia development strategy for a format of the National Megaproject is made. The Megaproject should become a new kind of strategic designing in macroeconomic and global measurement.
