Abstract: The existing mechanism of spatial policy of implementation of subject of Federation was analyzed. The shortcomings of plans and programs that generate difficulties for the integrated solution of problems of socio-economic development of municipalities was formulated. The lack of coordination between planned activities and their budgeting was revealed.
