Abstract: On the basis of estimates of production and domestic consumption of wood products is a significant dependence on the export of round logs. It was lost control over forest resources due to a lack of funding for forest management. The use of forest resources is constrained by the need for major investments in the construction of logging roads. The introduction of several new requirements for forest management bodies reduces their effectiveness. In many cases, innovation is a transfer of the principles of forest policy from countries with well-established system of forest management (as a rule, in a market economy), but the experience of these countries, is not always justified. The implementation of market reforms in the forest sector determines the socio-economic situation of residents of a large number of villages, where only the forestry and timber companies can provide jobs.
