Abstract: Growing disparities in economic and social development of subjects of the Russian Federation, the disparities between the capital region and peripheral areas of Russia, and those between large urban settlements and the rest of the territory, especially rural settlements inside the subjects of the Russian Federation, lead to the depopulation in peripheral and rural areas, as well as to the loss of control over their territories and resources. In this paper the intra-regional spatial policy experience of the subjects of the Russian Federation has been analyzed from the perspective of solving its problems. The analysis of the subjects of the Russian Federation experience has been made on the basis of their regulations and the results of field research conducted in the districts of Novosibirsk region in 2014. The author has distinguished the most effective financial and economic mechanisms and spatial policy instruments and tools aimed at ensuring reproduction processes, proposals on spatial policy improvement has been made.
