Abstract: Complex development of phyroshales fields, which is based on the principles of the cluster approach. It allows exclude expensive energetic and transportation sides of mining and processing. Cluster approach involves objects of mining and processing in one area that’s why it is necessary to coordinate hundreds of pieces of technological equipment in time and space. Developed concept model of coal-energy-chemical cluster, which is based on queuing theory with program applying allows to define characteristics of cluster pieces which are necessary for execution of industrial tasks.
