Abstract: The paper deals with the problems concerning the elaboration of a strategy of socio-economic development of a region in the context of a new system of state and municipal governance. Considered are the problems of spatial development of a region, analyzed are the economic interests of subjects of regional and municipal economy and the problems associated with their accommodation. Examined are the problems associated with the formation of a new system of governance of spatial development of the region, including the enhancement of a target-oriented management, the establishment of new structures at a regional and municipal level, the partnership between state, public and business structures. Analyzed are the role the municipal authorities play and the functions they perform in a spatial economic development of the region. Summarized is the analysis of practices of municipal authorities, schemes and procedures of planning and forecasting at a municipal level.
