Abstract: In thesis the concept and a summary of the draft response of educational institutions of the Russian Federation to the new challenges of the market in context and in terms of accession. WTO sets specific objectives of training qualified personnel and technical regulation of free circulation in the world markets of Russian goods and services with a certificate of conformity with best international standards. Qualified personnel and investment literacy emerging as leaders for sustainable development of innovative economy.
