Abstract: The article is devoted to solving the problems of formation of the system safety and strategic development of the coal companies in Kuzbass, a leading coal basin in the country. The basic terminology of the system safety of coal companies was proposed and disclosed. The main structural elements of the safety system of a coal company were identified. The logic model of the safety was proposed. The safety axioms of the coal company were developed. The main area in which the problems of the system safety in coal companies will be solved is the harmonization of interaction of the elements of safety systems. The formation of a strategically stable coal industry in Kuzbass is the basis for an effective strategy for the development of the region.
