Abstract: When implementing the transition to an economy of sustainable low-carbon development in the Russian Federation and the world, it is important to correctly quantify greenhouse gas emissions. In this regard, the development of specialized software that allows emissions calculations at the level of individual industrial enterprises is becoming particularly relevant. The modern coal industry is characterized by the availability of ready-to-implement technologies for the utilization and destruction of gas released by degassing and ventilation systems of operating mines. Accordingly, the introduction of digital technologies to assess methane emissions at existing coal mining enterprises in the future will ensure not only accounting, but also reduction of methane emissions, as well as the use of its energy potential. The article provides a brief analysis of the problems of climate change on an international scale and in the conditions of the Russian Federation. The main laws in force in the Russian Federation are considered, aimed at regulating relations in the field of economic and other activities that are accompanied by greenhouse gas emissions. Issues of emission and utilization of methane-air mixture in Kuzbass coal mines are discussed. Examples of successful experience in using gas extracted from mines as fuel in power plants are considered. Calculations of fugitive emissions of methane and carbon dioxide during underground coal mining, as well as taking into account the utilized methane at a separate coal enterprise, are provided. The paper presents software designed to automate the accounting of greenhouse gas emissions at coal mining enterprises based on calculations of fugitive emissions of methane and carbon dioxide during coal mining by underground and open-pit methods, as well as when performing operations for the subsequent handling of coal mined underground.
